On February 8, 2011, Russian President Dmitry Medvedev issued a decree that Russia would observe year-round DST. Under the decree, all clocks in Russia were advanced one hour on 27 March 2011 as usual, but are not to change back the following October, effectively making Moscow Time UTC+4 permanently.

Nowadays the Russian Government decided to return the Russians hour of sleep, moving the clock back  for one hour. Government has taken the positive decision, and the  initiative will be introduced in the State Duma soon. As the official source in the Kremlin said the Resolution was  adopted. Until the end of the year Russia will fix a permanent winter time, and there won’t be a transition to the summer time. The decision was announced by the official source of the Government. It was also mentioned that the Government has been working on the issues for a long time. Discussion relates to whether to return the old system, when the hands were transferred twice a year, or once transferred into winter. Won, apparently, the latest version - the official said.
